THE PROPOSAL

The proposed development seeks to deliver up to 160 homes with accompanying public open space. The application will be made in outline, with the exception of access points, with details relating to layout, scale, landscaping and appearance to be addressed at a further Reserved Matters stage. Therefore, at outline stage, the key matters for approval will be around the principles of development with a ‘Parameter Plan’ submitted to define elements such as the extent of development, green infrastructure and pedestrian and cycle connectivity.

CONCEPT FRAMEWORK MASTERPLAN


Informed by the technical work carried out to date, an initial Framework Masterplan has been prepared and is included above. This takes into account the context of the site and its relationship with the surrounding area and identifies potential areas for the delivery of residential development and open space on site.

The Framework Masterplan will be refined following this consultation and will form the basis of the outline planning application submission.

The submitted information will also include a Design and Access Statement that will present an Illustrative Layout. This will be used to demonstrate one way in which the proposed new homes, associated green space and infrastructure could come forward in compliance with the Parameter Plan. The submitted information will also explain how detailed proposals will deliver:

  • A mix of house types and sizes (to address the local market and provide suitable provision in accordance with M4*2) (accessible and adaptable dwellings) and (M4(3) standards (wheelchair user dwellings));
  • Accessible areas of public open space that are likely to include a new children’s play area;
  • Measures to enhance biodiversity by 10% and sustainably manage surface water drainage;
  • New residential streets that are characterful and buildings of an appropriate scale, with reference to the local context;
  • A movement framework that gives priority to pedestrians and cyclists, establishes streets that maintain low vehicle speeds, and provides footpath connections to the adjacent area; and
  • A considered approach to the provision of car parking for both residents and their visitors.
  • A new vehicular access is proposed off Redhouse Lane as well as a secondary access off Pearl Lane. Pedestrian and cycle accesses will also be created. The existing Public Right of Way (PRoW) from Pearl Lane south west across the site will be realigned and will be incorporated into a wider footpath network within the site, along with the PRoW running along the western boundary of the site.
  • An onsite storm water sewer network (that collects rainfall from roof tops, drive ways, roads and other hard paved areas) will run into attenuation basins within the site, which will also provide ecological habitats.
  • Where suitable Barratt West Midlands provides features such as swift boxes, bat boxes and hedgehog highways within schemes. As part of the development, Barratt Homes will also deliver a 10% biodiversity net gain meaning that the proposed development will increase the diversity and range of species found within the development boundary.
  • As part of the development, 40% of the site area will remain undeveloped as green infrastructure, including a buffer around all boundaries to the existing road networks. Green fingers will be incorporated into the scheme to create a great place to live and to minimise the visual impact of the development.
